Mastering is the final stage of audio production, it accomplishes several things at the same time. Mastering can improve stereo imaging, master EQ, and bringing the perceived volume of the track louder through limiters/maximizers. Outputting the file in the correct format is very different depending on the destination. Streaming services won't even accept a file that doesn't have the correct specifications, so knowing which file type, bit rate, sample rate, etc. is absolutely crucial to the exporting of a final master.
